Stuffed cabbage casserole (oven baked)

For the sauce:
1 tablespoon red pepper paste
2 cups hot water
1 teaspoon salt

Prepare the cabbage
Remove the core from the cabbage. Place in a large pot, cover with hot water, and cook until the leaves are tender.
Turn occasionally and cook for about 10 minutes on each side. Be careful not to overcook.
Prepare the filling
Mix the following in a bowl:
minced meat,
bulgur,
rice,
onion, parsley, tomato paste,
salt, paprika, black pepper, oil. Mix well until everything is combined. Prepare the leaves Separate the cabbage leaves and cut off the thick stem. Fill and roll Place a little filling in the center of each leaf, then roll it up tightly. Arrange in an ovenproof dish.
